It's always happened to me but I've never posted it here. I've got a few friends with the same problem (those who I play with on Team Speak 3). I solve it everytime it happens by turninig on the mixer and manually turning up the volume, but I have to do it every time I join a game.
Is there some way to stop this?

This happens with every Source game. Right-click the volume icon in your taskbar -> Playback devices -> Communications tab -> 'Do nothing'
One does not simply F11 into Mordor.
