As much as I despise the GOP, I don't let it get in the way of crafting a realistic backstory. I pretty much read a bajillion articles on CNN.com and *shutter* FOXnews.com, and compared with political articles from the NYT, to get the gist of how their political articles are done, and how the opposition, no matter who it is, reacts to pretty much anything. Can you imagine the GOP being okay with martial law? Doesn't seem like something most first-amendment conservatives would support.
The point of the article is exactly that, even in a case where shits about to hit the fan, more than what anyone knows, everyone is still bickering with each other over trivial things. And that is how zombies are born!

Yes but they're also the ones who champion freedoms and oppose the involvement of the federal government. As I said it doesn't matter WHO the opposition is, be it Democrats or GOP or what have you. The point is that I was trying to illustrate that human petty bickering and political games, not to mention money, got in the way of actually dealing with the pandemic.
